    The terms Live, Neutral, Earth are only used in AC power supply or systems. With a 3 terminal Pot they connections are usually +ve, Common and the centre as Slider. M.

    You could either make a suitable duty Triac controller (cheapest) , or there is high current dimmer style ones made for power tools that can be purchased. If you Google AC triac control, it should bring up alot of posts. Only half dozen components needed, DigiKey is a good source of parts. M.

    If this is a standard fluorescent fixture and not and older style with a start switch or a mag lamp etc with electronics, there is not much else apart from the ballast and a bad contact on the lamp pins. More info on the fixture needed. M.
