    I would not trust them. Still you can charge them up to about 4,18V and put them to use. thay may still be ok for a flashlight or something like that but dont expect too much. Make sure you use a good quality 18650 LiPo battery charger. These cells can explode if overcharged.

    I do not think so... The 18650 are considered full empty at 3.6V and full charged at 4.15~4.20. Chances are that those cells are either completely unusable or storage capacity has seriously diminished if they where sitting around at such low voltage for long time. In my opinion the best case...

    No. i think there is no point since i know it worked before connected like that. I measured the capacitors and found them good as new after 27 Years.

    They are not connected to AC input... they are connected to chasis... Terminal 4 has the GND symbol. hmm im not sure why they are like this.

    Halogen to LED

    Yes... The hallogen bulbs work with AC. It makes sense and explains the flickerig because the LED is a diode after all. I would just ignore the old transformer and wiring and install a led PSU with new wiring. The LED lamps will go in parallel with each other and the psu.
