    You could be experiencing a condition known as "motorboating". Look it up on Google or in the Radio Museum. It can be caused by something as simple as a leaky bypass capacitor allowing RF into an audio amplifier stage.

    Some of your meter readings don't make sense to me. Are you using the lowest Ohms scale?

    That's pretty much what I expected. It looks like the IGBT is shorted. Can you test the IGBT and the rectifier with the meter leads reversed or just do it again both ways? Your meter doesn't happen to have a diode test feature does it?

    Don't worry about what controls the speed for now. That magnet sensor may just feed the speed/distance on the display. You need to check for shorts like Steve said. I'd start with the IGBT and the rectifier.

    I don't know. I can't tell from here. My meter leads are too short. ;) Okay, now the serious answer. I don't know. Ordinarily red indicates positive and black negative but sometimes things get reversed. Can you check the polarity of your supply with a meter?
