I have shown your schematic full size.
In the top schematic, the led will not light as the voltage is limited by the base-emittor of the transistor.
In the bottem schematic, the led will burn as there is no current limiting.

Yes, the base resistor would be (3 - 0.7) Volt / 0.00167 A = 1377 Ohm.
( the 0.7 Volts is the base-emmitor voltage)
You can try 1200 or 1500 Ohms as base resistor.

You do not need a trimmerpot.
For switching applications there is a rule of thumb.
The base current should be 1/10 of the collector current.
