They have not uploaded any tutorial. They have not made this project open spource either. So, it is not easy to find out the wiring etc. However, for wearable projects in general, Adafruit Flora and Arduino Lilypad are widely used.
I was googling for a car exhaust sound IC. But could not find any. Another option is to use and arduino+an SD card with card reader+a speaker. But I think this solution is too expensive.

I am comfortable using logic-level converter modules rather than looking for resistors and breadboards to connect. Anyway, of course, using resistors will be less costly.
I think it's more convenient to get a new pair of 433MHz RF transmitter and receiver pair. Like the FS1000A.

I think the easiest method is a to use a bi directional logic level converter module. That can convert 5V to 3.3V and vice versa. You can buy one from sparkfun, waveshare or any other similar websites.
Not necessarily the problem is in the strips. It can exist in other parts of the circuit too. If possible, try to test the strips with a direct power supply. And see how they response.

Will we get an accurate result if we try to measure the resistance of liquid with an ordinary digital multimeter? I think we can get an idea about which liquid has higher resistance than the others. But an accurate result in ohms may not be possible.
