That is a TRIAC based circuit like the light dimmer that crutshow mentioned.
It will work, but introduce harmonics and possible a buzz in the motor.

Looking at the V(vopamp) the signal seems to rise a bit.
When you would have a longer timescale, it will show more if the rising.
The rising will likely be faster when you lower the value of C1.

The led will have a voltage drop of 1.5 Volts to 3.8 Volts depending on the color.
The B-E voltage of a silicium transistor will be about 0.7 Volts, so the led will go off, as there is not enough voltage drop.

The 22 uF capacitor at the potmeter will slow down the setting of the output voltage.
I have seen simelar circuits where only 0.1 uF is used on the potmeter (as noise reduction from the powersupply).
