    I'd just buy a commercial one unless you really want to design and build your own. The first thing you need to do, is tell us if you want to recharge the NiCad, or Ni-MH batteries. (Nickel Cadmium, or Nickel Metal Hydride, as their trickle-charging current values are different.)

    +1 on the shorted ballast. I've seen them blow the end-caps off the old fixtures with metal plates.

    Sounds like you're doing a good job of isolating the problem. The most common failure in the situation you're describing is the ballast. But you've narrowed the possibilities pretty well.

    Soldering iron

    I side with *steve* on this. If you really want to use your iron for plastics melting, just use that tip for your plastic work, and use a separate tip for regular soldering. Some of those plastics just ruin the tip for normal soldering operations.
