What kind of light do you intend to use for the "canon"?
A DC light could be dimmed using PWM.
There are also led drivers with a signal input for dimming (usualy a 0 - 10 Volts signal).

As @73's de Edd said, there is most likely a transformer for the bell.
I know of transformers that deliver 4, 8 or 12 Volts.
There are also transformers for 8, 12 and 20 Volts.

The circuit is indeed for a RC servo.
It uses pulse width to control the position of the RC servo.

Driving a heater (wich is resistive) with zero crossing, you likely do not need a snubber ciruit.

As @Alec_t said, you will need a faster opamp.
A wienbridge oscillator works at a gain of 3.
The opamp needs to be able to provide that gain.
I would recommend an opamp with a GBW of minimal 500 MHz.
I also would say that a wienbridge oscillator at 120 MHz using opamps is unrealistic...
