    If something in the pen is discharging it all the time then when the voltage gets too low the battery will be destroyed. I think they just want you to always have it fully charged so that it is always ready to be used, AND so that you need to buy a new battery from them more often.

    You should recharge if the voltage drops below 3V per cell which might happen years from now if the battery is not used. The manufacturer did not say how many discharge/charge cycles and how much capacity is lost before the battery needs replacement.

    Nobody knows what 3 or 4 bars mean on the meter. If they are volts then 4 bars show a lithium cell at 4.2V is 70% to 100% fully charged. Then 3 bars shows that the battery cell is dead. Then 2 bars shows that the battery is 2 V and is destroyed.

    How do you measure the percentage of charge? It is not its voltage. It charges to 4.20V up to 70% of a full charge then it keeps charging as its charging current drops. When its charging current is about 3% of its mAh rating then it is fully charged.

    I suspect that the battery is an old Ni-Cad and is not Lithium. An old Ni-Cad needed to be recharged often.

    CRT TVs are very old, they are not new. When the image "repeats up and down" then it probably has a "Vertical Sync" problem, or the Nintendo system has the problem. Some old CRT TVs had a Vertical Sync Adjustment pot.

    Of course you should reverse the backwards capacitors so that their polarity is correct. The datasheet for the transistors says the absolute maximum allowed reverse emitter to base voltage is 5V and without protection diodes your circuit gives them much more, which will slowly destroy them.
