    Suppose your modem draws 0.5A from a 12V supply. For any converter, power (current x voltage) out is less than power in. If you made a DC-DC converter to boost, say, 5V to 12V then the current drawn from the 5V supply would be more than 0.5A x 12/5 = 1.2A.

    Those meter readings suggest that the device is internally shorted, if it's out of circuit; or else give no useful indication of device properties if it's in circuit in parallel with low impedances.

    That marking could indicate either a linear or logarithmic taper pot, depending on manufacturer and country of origin. You probably need a linear taper pot.

    If the UNO has a 10-bit ADC, the fluctuation is an error of ~1%. Noise on the ground rail could account for that. How close is the UNO ground connection to the 250 Ohm ground connection? Are you using twisted pair or screened cable for the inter-wiring?

    The problem may not be caused by the power button itself, but rather by the electronics which checks whether the button has been pressed. If the button is the normal 2-contact type you could try temporarily shorting the contacts together. If that switches the monitor on, then at least you know...

    'Low cost' is indeterminate, but choice of material and cost would depend on what is obtainable in your area and, if you have enclosures manufactured for you, the number you order.

    Welcome to EP! How much current does the solenoid draw? How long is the 'short' pulse duration? What now provides the 16V? Are both pulses applied to the same input terminal of the solenoid? Does 'quad' mean there are 4 solenoids?
