    What model? I have an old Chef the speed control is mechanical/ variable Governor contacts. I have seen caps like yours with a through lead and a resistor/capacitor to neutral.Oh and its brushed/universal.

    . . Yes A bit higher on resistance but at the input impedances invoked not significant. For the negative voltage if you only have +5V you could use a C555 configured as a negative v pump or something like http://www.linear.com/product/LTC1551 There are a few others available

    Could use the 555 adjusted for 1:1 mark-space and pass through a capacitor to remove DC. This would also allow synchronous rectification on the receive side
