    ^ The larger part of the project is going to be the enclosure, cabling, and connectors on each end, unless Sich happened to already have an adapter and the only problem was it is the wrong voltage so the PCB needed swapped.

    You can't measure current produced unless it is delivered through the load. Measure whether there is appropriate voltage at the compressor and fan. I will say that one of the common faults on an A/C system is that the compressor (or fan motor) capacitor has failed.

    First, have you used a multimeter to determine that when the compressor should turn, it is outputting the voltage to it? I mean trace the relay that activates it and see if it is closing the circuit or failing to energize the relay coil to do that.

    Sometimes things just die. Bad design, manufacturing fault, whatever. What you should do now is repair it and make measurements such as current and temperature, then go from there deciding if the repair is done or something was too close to the limits and needs beefed up.
