    You start with 1mS (or less) wide pulses, then change (directly or incrementally) to 2mS (or greater) wide pulses. The interval between pulses stays ~ the same (somewhere in the 20mS to 50mS range, not critical). 'Left' and 'right' may differ from one servo maker to another.

    With no diode and no resistor you may have blown the fuse inside your meter. Edit: Did you have the meter probes plugged into the correct sockets of the meter for the 10A current range?

    8rpm is a challenge. Unless you have gearing with a large reduction ratio, I don't see how PWM will do what you want with a standard DC motor.

    Welcome to EP! Sounds like a voltage spike could be causing Q2 collector-base breakdown, which would pass a current pulse through the 555. Is Q2 on a heatsink? What peak current does Q2 draw?
