    That 'tip' is the wire-wrap bit. There are different sizes depending on what size wire you're using. The bits can be pretty expensive, so it's good that you have at least one of those with the tool. (The tool will be able to accept other size bits that whoever gets it will be able to buy)...

    In the 'old days', large electrolytic caps had the dates of manufacture stamped on them. My guess would be, that they're shot, if the set is as old as you say. I'd replace the large electrolytics anyway, and go from there.

    Update/Resolution. U-Tube video found for troubleshooting. Turned-out the problem was not with the garage door opener, the problem was with a short in the wiring to the sensors of the unit. Problem solved.
