How much Current do you want it to handle?
There are several names for it .
Multivibrator, Flip-Flop, Timer, Astable, Pulse Generator, Inverter, etc.
Would it be possible to use this IC to drive large Transistors like a 2N3055 so the circuit can handle Large loads?

I had something like this on a crossover for tweeter protection. It was a circuit breaker that would open if too much power was sent to the tweeter. It reset it's self when you lowered the volume. My guess is a fast acting micro fuse and the time stamp tells how fast it acts. Just a guess.
