    Yes. The 1724 is doing what it says on the tin. Read the datasheet's description of the shut-down process.

    If your multimeter probe was in the '10A' socket then that would account for not being able to measure small currents.

    Any cheap DMM should be able to measure down to <5mA and up to 200mA or more with reasonable accuracy.

    Only if the machine was designed to have an accurate control of the speed. It would certainly be useful if you are aiming for a steady 30rpm (which is much lower than the speed my wif'e's sewing machine runs at, and I think will be a challenge to achieve).     You really need to find out more about the motor spec. It's possible one of the 3 wires on that DC motor is a tachometer output. Poking mains voltage into that would be a bad idea.

    What I don't see in the wiring diagram is any sort of voltage regulator. It's no wonder you keep blowing bulbs. IMO you'd be better spending your money on a good after-market voltage regulator, because without one you'd still be blowing bulbs if you converted the system to 12V.

    Another possibility is that there is a poor/intermittent connection within the headset plug itself. Try a different headset and see if the problem persists.

    So, based on that wiring diagram you will have to upgrade :- the magneto, the ignition coil, the CDI unit, the turn signal relay, the tachometer, the battery, all the bulbs and the resistors. Sounds mega-expensive. What advantage are you hoping to gain from a 12V system?

    Can you just sense the mains zero-crossing point and take your measurment then? A measurement can surely be done within 1mS or so?

    If you want an el cheapo home-brew ESR tester there are many schematics on the web. Accuracy may not be great, but for many tests a ball-park figure is good enough.
