    How do you compare two AC signals? Do you want to compare the voltage at any instance? If so, the signals must be the same phase, alternatively they can be rectified and smoothed to give a comparison of DC voltages.

    The CMOS 4013 D flip-flop changes state when the input changes from ground to positive. The question is whether you call this AC or varying DC. Make sure that the input stays within the power supply levels.

    I have not been able to get full details but there is a board based on the L298N chip. It can switch a pair of outputs 46V 2A each. These could be paralleled for 4A. The input requirements are not given properly but 0V or 5V will switch. The current is not clear, I presume the CMOS could drive it.

    You only need one gate of a 4093 to make an oscillator. The frequency is 2.7/(R*C). You may want to use a variable for R if the frequency is critical. The three unused gates are given something to do to stop them causing havoc. I do not see a paper clip to attach a sketch.

    12V AC is 34V peak to peak so a transformer or an H bridge will be required. A square wave is easier to generate and the motor may well run OK on this. A DC motor would be the easiest way to go.
