    They look like cold cathode tubes. They take a high voltage to strike, then they operate at a low constant current (5 mA or so?) at a couple of hundred volts. The power supply you have there probably operated from your line voltage, so 110VAC or 220VAC or whatever you have.

    Calculate the voltage on the base of Q3 from resistors R17 and R43. Changing R43 to 100k may be close enough. R21/R22 could be changed to 18k (likewise for all the other similar pairs of resistors). R5 and R6 12k. R18 15k. Is this for a eurorack mod synth module?

    That won't work with phantom power though. The input and output are balanced, power (+ve) is present on the two outputs, with the shield being the negative.

    I bet you find the same thing when you measure a capacitor... The diode is connected to a capacitor in the circuit. Show us a photo of the whole board (both sides) and we can try to point you at the most likely things. Have you checked the fuse?

    OK, very useful to know that it is a x-box. The consensus seems to be that you're best off running it from an inverter. However you can get PC power supplies that have a 12V input. These provide the rails you require, and at the sort of currents you require. See here.

    The problem is more likely to be with those black cylindrical things (capacitors) or the devices connected to the silver heatsinks (MOSFETs and/or diodes).

    It may use 12V internally, or it may use 12V as a source of multiple lower voltage rails internally. Is it powered by an external power supply, or does it plug directly into the mains? If the former, can you show us details of what is written on the power supply.

    Yeah, connecting them in parallel is how you achieve your aims. You probably should have a 15A fuse on each of the separate circuits for the controllers in case one of them shorts out.
