    Inductors are measured at low frequencies so that the effect of the inductor capacitance is minimised. At some highish frequency the inductor will be self resonant and above this, will behave as a capacitor. Hence the effective inductance will be less than the measured inductance.

    I think that earth resistance or soil resistance is done with the four probe method. A regulated current is passed between the outer probes and the voltage is measured between the two inner probes. A survey of resistance over an area can then be made to detect artifacts.
