    As mentioned in the earlier post, there should normally be no problem for the system to fall back to 2G. But operators can lock the modem (or any other comm device) to allow it to operate only for the Network / location... etc. Can you be more specific? Which Modem, Which operator?

    A multimeter will give a acceptable reading only if the measurement quantity is a DC or a Pure Sine wave. You can use a AC / DC Hall Current Sensor Module using ACS712 from eBay or Amazon to interface the microcontroller. Read about its functioning.
