    If the 'Next' button is the only active control that Windows sees then it will have the focus. As Harold said the 'Enter' key will then be active. The 'Space Bar' key should also work and is much bigger and more convenient.

    A digital pot comes to mind but I don't think it will fill all the requirements you listed, including the off switch. You also need to provide more information like, is any of those three uC pins committed to GND or Vdd?

    If you're counting votes I second Steve's Schottky Diodes approach. It's a simpler solution than messing with a PNP.
