routing 2 channel audio to 5.1 speaker system

Only if the source impedance is not low compared to the resistors in the network. I would expect the TV audio output impedance to be low.

routing 2 channel audio to 5.1 speaker system

Yes. I was going to suggest that as it's a perfectly good solution. I'm surprised no one else here did.

    Negative Voltage #2

Not if you also are at "0" volts. The 0 volt point is just a reference point (typically called ground or common) for all the other voltages in the system. It has no intrinsic value all by itself, it's just the point where all other voltages are referenced to. So yes, zero voltage is something...

Why is my LM317 current limiter circuit not working?

Measure the supply voltage when the LM317 has a load. It should be essentially the same as with no load.

Why is my LM317 current limiter circuit not working?

You may have damaged the LM317 if you connected it incorrectly at one point.

Why did you change the circuit from the original?

Why is my LM317 current limiter circuit not working?

Below is the LTspice simulation of the circuit with the load going from 5Ω to 1kΩ. Note that the current (green trace) is quite constant at about 13.2mA (1.25V / 95Ω) independent of the load resistance, while the output voltage (yellow trace) increases as the load resistance (horizontal axis)...

    Power Supply

Since the transformer apparently has 20Vac at the secondary, there should be more than enough rectified voltage to allow the 723 to provide 12Vdc at its output.

    Am i testing it right

You need to measure the voltage across the lamp terminals and across the transformer terminals, that's the voltage that does the work, not necessarily the voltage to neutral.

    current surge stalling engine

Using the calculator is fine as long as you understand what Ohm's law is and what it is calculating.

    current surge stalling engine

The link I posted has 0.1Ω resistor. If 0.5Ω gives 5A then 0.2Ω should give about 10A. You could use a couple of the 0.1Ω resistors in series to get that. Its quite simple. The voltage drop across a resistor is equal to the resistor current times the resistance, or the current through a...

    Solenoid not working

If you did, you wouldn't be having a problem. But since you already know it all, I have no further comments.

    Solenoid not working

You need to learn Ohm's law. How do you expect to get 0.19A through a 470 ohm resistor with only about a 3-5V drop? To drop 3V @ 0.19v requires a resistor of 3V / 0.19A ≈ 16Ω in series with the solenoid. You don't need the Zener.

Studio Active Monitors Speaker/Woofer Damaged buying equivalent one instead of original?

Speakers are not easily damaged by normal audio signals, but an amp failure that generates a DC output voltage can silently burn out the speaker voice coil. Check across the speaker leads for any significant DC voltage (above a volt or so).

    Power supplies

I think you mean DC-block coupling capacitors. Normally I think of decoupling capacitors as those used to remove any AC noise from a power rail.
