When using a 1n5822 diode, does a small amount of current still get through the direction it's not supposed to? Enough to power something that works on very few milliamps ? Because when I plug in a multimeter in the direction, it still reads a voltage but if I plug in something like a bulb it won't light up.

This effect is called reverse leakage current. Every semiconductor shows this effect to varying extend.
The 1N5822 datasheet from ST for example shows this parameter on page 2 in the table labeled "STATIC ELECTRICAL CHARACTERISTICS".
