about infrared remote control

sir,i'm doing project on the above subject.But i'm not exactlly getting the working and the applications of my assembly.Thats why i'm posting you this request.Myproject contains tone decoder ckt.I hope you will help me out and will not disappoint me.

Its receiver is missing a very important resistor which provides a DC reference voltage of 0V for the opamp's input.
