i want to have an ic that takes the incoming analog frequency as an input and straight away giving the binary on its output pins.The range should be from 1khz to 20 khz.

How many digits/resolution? What type of output, BCD, LED, LCD?

just takes input as a tone ranging from 1-10khz and giving BCD as output.

It's the first part you will have trouble with; a frequency measuring circuit. This is done with a differential amplifier. You compare the two frequencies, of the same phase, giving you a zero output. The phase part is the hardest. You will need to set the phase up using two generated clocks. One clock is the signal, the other clock is the reference oscillator.
