current regulation help

I need to control the current to a solenoid in an automotive application.  The input will be 12VDC and the output needs to be 12VDC.  I need to vary the current to the solenoid from 0.1A to 1.1A.  I am having trouble with the voltage drop in any circuits that I find.  I would like to keep the overall current draw to a minimum.  I can use a bunch of current limiting diodes in parallel and just switch them on and off as needed.  Is this a viable solution?

You can't regulate both the voltage and current simultaneously.

If you limit the current then the voltage will drop, see Ohm's law.
