Eagle pro layout.....vias blind or thru?

Hello,

I am laying out a 4 layer pcb in eagle pro. I have defined the layers with 1*2*15*16.

.....supposing i wish to have a via from top layer to internal layer 1.......will this be a through via which simply only connects those two layers?

A thru via seems bizarre when you only wish to connect to a certain layer, but i suppose through vias are cheaper than blind vias?

Yes, through vias are generally lower cost than blind ones, BUT not always, it really depends upon the board company you are using... In the last few years I have seen a lot of companies offering irregular board shapes, irregular cut outs and blind or buried vias at no additional cost even in lower volume runs, while others will upcharge for those options...

To take full advantage of a 4 layer board you should be using blind and buried vias in principle, kinda silly not to unless cost is king...
