I think a TV Tube is practicly an electron gun.
The first thing you need are some really massive electromagnets. Be careful though, you don't want too much beta radiation on you.

Yeah, the problem with low energy electrons is that if you dont send them through vacum, they'll just hit some atoms in the air, ionize them, or create a small nuclear chain reaction that will make you glow in the dark. 8)
