I think you have answered your own question. My question is, "Why would you want to use a rheostat to act like a solenoid?" The are completely different in form and function. Grab a handful of rheostats and an handful of solenoids. Measure the inductance and resistance of the solenoids. Measure the inductance and resistance of the rheostats. Compare the results and report back here.
