"Rooftop Sunday sales" are often held at various shopping malls.
Not completely "free", but if you're lucky, a hobbyist or tech may be selling off second-hand books.

You need to be more specific. If you have a make/model then Google may return the data you need. Failing that you could ask for a particular schematic on here but if you a desperate for one then you may end up having to pay (like the rest of us). Weigh up the cost effectiveness - a few £ on a schematic for a CB radio that you repair/sell for £££ should be worth the expense..... AND you could even include the schematic in the sale and get your money back on it....
