I need some advice on a project I'm working on please

I'm interested in making a random number generator. Let me explain, I'm hoping to make a board with numbers 1-10, each number having a light underneath. The lights will blink once in a random sequence and will blink twice on a random number. That's basically it.
I sort of understand how to connect the lights up, but only to light them them all together, not just one. And as for the random number generator part I am a bit lost. Any input would be helpful! ;D

So you basically need a chip with random number generator to randomly flash the lights twice.
