Lowry C-500 organ pedals inoperative

I have a C-500 Lowry Organ where everything works except the pedals.
None of them work no matter what stops are turned on.
I've been checking the pedal latch board (added on later models) and I am getting low voltages
at test points. IC voltage should be 13+ and it's 9.7+v as an example.

Does anyone have any ideas to help with this problem. I would appreciate a reply.

Any chance you could post a schematic (or at least an owner's manual)?

Have you checked that you have +24V on the pedal switch contacts?
I used to work at Lowrey many years ago when the C-500 was in production.
