MGE UPS 225 Kva Voltage problem

Hi I am working on a MGE Galaxy 225 Kva and I can not put it on line. The power coming in is 480 at the entrance but it’s saids that in line 2 and 3 have a 280 Voltage everything else is good
Do I have a bad board ? The voltage coming in is 480 is good but is sensing 280
