Hi,
I want to put a OTS-16-1.27-04(SOP16) on my pcb, I use eagle cad to design the PCB. I first search the internet and couldn't found any library which contains this component. Then I try to build the component's schematic and footprint by myself. I met a problem when trying to draw the footprint of the component. The component's datasheet doesn't give clear information about the pins assignment（16 pins position and two holes position). I found one online shown below,
but the dimension (20mm in horizontal direction) is contradictory with dimensions list in the datasheet. I feel very confused and hope somebody could help me. Thanks. I attached the datasheet.
