needs help about attract electromagnetic wave

Im looking for an circuit or machine that can attract or pull electromagnetic wave (with variable frequency zero to 200 hz)
is there circuit or machine like this?(or can i build something like this?)

if I took it as written, you want a ELF - VLH ( Extra Low Frequency to Very Low Frequency) radio receiver

explain more clearly you project and what your goals are
