Not automatically asking USB Device Driver

Hi,

I used usbn9603 chip and I have set the NAT bit of register MCNTRL.
However, windows do not automatically ask for device driver. Why? Have
I missed some procedures?

I have connected 1.5K pull up resistor at D+ pin to 3.3V?

Now the windows prompt a message the device cannot be recognized! But
there is no button to let me install device driver, why?

Sounds lide the device is not enumerating (i.e. sending a PID and VID codes)
