Panasonic CT32SX31 won't turn on

For a couple days my Panasonic CT-32SX31 has balked at turning on. Instead of going on immediately, it had first a black screen, then a snowy screen, then horizontal static, and then it came on. Today it won't come on at all. When I try to turn it on, there is an audible click and the red light comes on, but after a few seconds the red light goes off and the tv is no longer responsive either to the remote or if I manually push the button. If I unplug the tv, then the cycle repeats itself of tv/red light goes on, quickly goes off, followed by an unresponsive tv. It isn't the fuse - we took it out and tested it and the fuse is good. Any ideas?
