please help me to design automatic irrigation sensor

I have trying all along to design and later come up with an automatic irrigation
sensor which is relatively inexpensive but have been unsuccessful considering
my poverty and educational level. I'm currently undertaking a diploma in Electronics
Engineering at TDC college in Athi River- Kenya
