** IME 12 volt irons need every bit of heat they can muster.
Use a transformer with taps at 10, 12 and 15 volts like the DSE M2156.
Or, use a halogen light stepdown - electronic style if you like for
very light weight.

Is a 12v iron controled by voltage or current. I am only learning
electronics.

mains stuff for the time being. It has a habit of making you dead. Can you
get hold of a mains operated soldering iron? They are not that expensive
can be got from most places.
If you are begining I think it will be safe to say that the lack of a
temperature controlled soldering iron will not be the biggest of your
worries.
