pulse waveform

hello - i have a question to ask;

A pulse waveform has a mark:space ratio of 1:4. The pulse duration is 0.5ms and the peak amplitude of the waveform is +10V
Calculate -
a) the pulse repetition frequency and
b) the average voltage of the waveform.

Is the pulse waveform a square wave?
If so is the answer to question a) is 0.4Hz
And b) 2V
???

I would think more like 400Hz (F=1/(5*.5ms).
