I am in beginning.
I believe that at least we want a supply for all circuits else they use other application such as electromagnetic induction,solar cell etc for a voltage generation.
We can generate AC from natural  effect without a supply voltage.(That is in currently used)

I think he lives on a distant planet where the electricity fails all the time. Then he wants the generator to automatically start and supply electricity. The generator must stop when the electricity resumes.
