the power supply comes with overvoltage protection, why it is still havin AC noise?

The noise is nothing to do with the high voltage protection, it is generated by the high frequency switching transistor in the supply and the mains.

Extra filtering will reduce the noise but there's no way to eliminate it completely.

while Hero999 already indicated, i would like to add that the electrolytic capacitors have a life time
and they deteriorate. At times, we see capacitors  with a bulge on their top, a definite indication of its failure. I know of service Engineers in India, prefer  to change all electrolytic capacitors as a batch, with same type and quality. It extends the life of the power supply, provided, of course, the Main and Aux transformers did not deteriorate.

ccheck you out the output of your ATX power supply if this is corect voltage from all output voltage indicate to name tag... when this high voltage from normal it can be damage your mainboard.. about surge supresor. surge supresor is pico farad the value is 2kv. try to check that...
