How should i start for making my own soft robotic fish ?

For starters,i have planned to use a soft material such as silicone rubber for actuation.Fabrication of the material seems hard because its done using 3D printing.Is there any other way i could make the actuators without 3D printing ? Maybe you can consider casting soft plastic or silicon, i think this would be ideal.

Thank U @admin   ! What is the function of the electronic component in the fish ? Actuation is by soft silicone or plastic then,what other functions do we need the electronic component for ?
