USP-225 Series from mean well

Has anybody worked with the above supply?
I got a block diagram. The protection circuit is holding off the PWM
causing no ocsillation therefore the charging cap are not reaching 360
volts.

If I had the schematics, I can go into the circuitry more
intrusively..
please forgive my poor english, it is not my mother tongue.

any suggestions..
