V(R1) is the voltage drop across R1, not your input voltage (16.4V). The voltage drop across R1 is V(R1)=R1*I(R1).

Finally got all the components to make the v-reg board. The made a few modifications to the schematic - 1. since I only had 1/4w resistors, I placed two in series to handle the dissipated power through them and I put in some pins to interface the board to my breadboard. Should make powering low voltage ic's a breeze :)
