Variable Speed Cassette Player that will go as slow as 1.5cm/s

I am interseted in learning if there is a VSCP/R that has a wide range from
over 4 cs/m to less than 1.5 cs/m.

I'm sure you could modify an ordinary casette player for that low of speed,
I once did something like that for recording voice.
