Varnish vs enamel

Hi. Is this product the same as enamel on enamelled wires or is varnish something different?

Spec says insulating varnish and at 60Kv /mm I'd say so.

That appears to be a form of Conformal coating which is aimed at circuit boards etc, if so it is a little different from winding varnish that is very hi-temp rated and can be dipped and baked as in motors/coils etc.
