Okay, so far we have this Ali Baba who wants to set off a communications
jammer with a cheap Chinese LCD clock alarm...hmmmm, so the jammer and
clock are to be pre-placed at the location of the receiver to be
disabled at about the time something else is going on Ali doesn't want
the people at the receiver to know about.

Maybe or maybe not. The aspect of remote activation on a schedule fits a
railway scenario pretty well. The plan could be to defeat a CBTC (
communications based train control) system attempting to automatically
bring a train to a stop under any one of a multitude of hazardous and
emergency circumstances such as broken track or block occupied status.
This would fit a driverless system pretty well, maybe a subway system
somewhere.

The act of jamming radio communications is illegal everywhere except
in certain very narrowly defined circumstances. If you were covered by
those circumstances then you would, presumably, already have
legitimate access to the necessary technical data. If you don't then
it's a good bet that you aren't.
