[encoder and decoder IC for ir remote]

Hi
I want to make a remote (only use 1 to 4 button) but I havn't found a suitable IC for encoder and decoder correspond code. There're many kind of IC but they also used for much button remote or if using the microcontroller, the price is high.
If anyone know the price of some small PIC (little pins), please show me (with their prices)

I have a DVD player which using IC TEA1523 in power supply circuit board. I want to calculate but this datasheet don't show how to calculate. Can any one know the way using TEA1523, help me!!!
