How can I check a 120 volt 2 lamp ballast to see if is still good

How do I get 8 LED lights to work and blink using a 9v power source and a on off switch? I would like to compact all components in a cylinder aprox 6" long and about the same dimension around and then locate my lights about two feet away and about 1 foot apart from each other in a circle.
